Personality:
In the beginning of the game Vaan starts off as an orphan on the streets, with a chip on his shoulder regarding the Empire. He doesn't want anything to do with imperial soldiers who played a key role in the war that took his brother away. That took something from everyone in Rabanastre. He doesn't want to be caged in the city, living in poverty - surviving on pocket change and table scraps (not to mention the swiped fruit from vendors and purses from soldiers.) He's got a bad case of wanderlust, humming through his veins, waiting to take flight.
Vaan has big dreams and he plans to pursue them. He's goal-centric. If he has something in mind, there isn't a whole lot that can sway him from it (not even his friends.) When he sees a way out he takes it, consequences be damned. In that way, the kid's selfish to boot. He's willing to abandon everything he knows for something new, for something outside of sheltered stone walls. He busts into a palace full of guards through a sewer passage to get to something based on the rumor of some old guy. He throws caution to the wind and puts himself in jeopardy because he has to know.
Despite his initiative in seeing what he wants and chasing it, he is by no means opposed to looking over his shoulder to see what he left behind in terms of the people he cares about. If one of them is in danger, he can become pretty thick-headed and reckless. He'll do what has to be done to save them. Translation? His heart and brawn make more of an appearance than his logic. When he gets his own neck off the chopping block and returns to Rabanastre, he learns that his long-time friend, Penelo, has been kidnapped and it becomes his immediate concern to get actual sky pirates to help him save her, even if it means handing over the magicite he stole on his own (something he'd previously been vehemently against.)
He doesn't always think things through, especially the words that come out of his mouth. There are occasions that he says something thoughtful and insightful but those moments are few and far between. The majority of the time, Vaan's responses lack any shade of tact. He's been known to say what comes to mind, when it comes to mind. He's ignorant to the different customs and ways of the world, and curious to learn all of them. If he only tried to go about them better, he'd probably have a lot more knowledge on his plate.
Still, being blatant has its perks and has been known to open doors that might have otherwise remained shut. For some reason, saying it like it is has wormed pointers out of people along his journey. His solid determination is something to be admired (likely from afar) because while he might not be overly skilled or significantly strong, he's persistent. It's a double-sided coin, considering being rooted in his ways makes him less likely to see situations from all sides.
He's wary to change what he believes due to his upbringing and once he's been crossed, he doesn't take it lightly. He's got a short fuse and something like that makes him quick to ignite - either in harsh words or with violence. Betrayal is a high offense; almost an unforgivable one. Gaining his trust back isn't impossible, simply difficult. However, he has to see the process of redemption with his own eyes, because there's no better judge of character than his own opinion. Politics would have him believe that Basch murdered the king and his brother because he trusted the wrong man. When he meets Basch, he lashes out and accuses him of his treachery, of his wrongdoing but when they've battled their way to freedom together and Basch later defends Reks' character, he frees them both from his hatred.
If it hasn't already been assumed, Vaan's got some degree of self-importance (that lessens along the way, standing beside royalty and other people of such greatness.) His flaunted arrogance is potentially the exact thing that endears people to him because while he might be completely exaggerating what he's capable of.. he at least has the potential to one day meet his claims. He can adapt and change and grow and that's the beauty of living and being a Hume or any other race in Ivalice.
As the game draws closer to an end, Vaan shrugs off his iron hold on revenge with a new-found clarity. He learns that no matter what he does, his brother is still going to be dead. Slowly but surely, he also seems to be becoming a tad more mature after playing a part in paving the path to a Dalmasca unchained by the Empire. He has a long way to go to reach this kind of depth in Tides of War but if he plays his cards right, he'll still develop as planned.
AU History: Actually not too in depth in this as he's set in Ivalice already, simply that he's kicking it in the streets with Penelo and Kytes and snubbing Migelo's "charity" in his free time. Free time meaning any time he isn't out doing hunts and is starving enough to run some errands.
Alliance: Neutral for now, with a leaning towards assisting those in the Resistance to support Dalmasca (but that depends on IC progression)

You guys wouldn't believe the fiend I took out today. Single-handedly. Uh, well, you know.. not with one hand literally, but on my own. I've got the bruises to prove it. (Hey, Penelo, don't fuss over it too much. I was lucky to leave with only bruises. In comparison to the size of this thing, that's practically unscathed.) I'm the one who came out on top (no surprise there), so I'm not worried about it.
Man, was it exhilarating!
I can't wait to see what's out lurking tomorrow. If any one of you's got a problem with that... I guess you'd better catch me! If you can.
And if you do, just remember: try and keep up. Because I'm going headfirst into whatever mess I see. What else am I supposed to do around here for fun?
Third Person Sample:
When things got tough, it was hard to remember what everyone had to say in response to it. They all had different ways of coping, because all of them had had to learn at some point in Rabanastre. The war took a toll on every family - every person. His least favorite answer had to be that things happened for a reason, or that he was supposed to just take things as they were. Accept it and move on.
There were several he liked, but only one was worth mentioning. Just the one.
Old Dalan's.
He was constantly reminding Vaan that the world was vast and largely unexplored. That there was more outside the stone walls and Low Town, something beyond the marshlands of Giza Plains and the cruel unyielding heat of the Estersands. He wouldn't always be stumbling through life without a path, living off of errands and measly table scraps - doing everything he could just to survive.
But it didn't change the fact that when he was roaming the cobblestone streets with Kytes or Penelo or dodging Imperial soldiers with a bitter sneer, he couldn't see anything more than a castle that tried to overshadow the sky. Not to mention the towering walls of the fortress that both protected and kept him locked away.
It was hard to believe as he was chasing down fiends for the marks' board that he would ever do more than dump sand out of his boots or smear the mud off his face with the back of his hand, in spite of the fact that Reks would have wanted better for him. He didn't have any doubts about that because they had talked about it enough. Late into the night in a shared bedroom in Penelo's parents house, before they --
Well, he didn't like to think too much on that.
All he knew was that one day (soon) he was going to wrap his fingers around the unattainable, claim it and run as far and as fast as he could with it still clutched in his hands.
"I'll do what we said we would, Reks. I'll see everything." Not only because his older brother would never get the chance to but because he owed it to himself.
